Summary

Hawaii law allowing or requiring schools to stock emergency supplies of epinephrine auto-injectors for students experiencing anaphylaxis.

Full Description

Hawaii has enacted a school stock epinephrine law that allows or requires schools to maintain emergency supplies of undesignated epinephrine auto-injectors. These laws permit trained school personnel to administer epinephrine to any student believed to be experiencing an anaphylactic reaction, including students who do not have their own prescribed epinephrine. This is critical because approximately 25% of anaphylaxis reactions at school occur in students previously undiagnosed with a severe allergy. The federal School Access to Emergency Epinephrine Act (2013) incentivized states to pass these laws by providing grant preferences.

Key Provisions

The department shall permit: (1) the self-administration of medication by a student for asthma, anaphylaxis, or other potentially life threatening illnesses; and (2) department employees and agents to volunteer to administer glucagon in an emergency situation to students with diabetes. The student's parent or guardian shall provide the department with written authorization for the self-administration of medication and written certification from the student's physician or physician assistant stating that the student has asthma, anaphylaxis, or another potentially life-threatening illness and is capable of, and has been instructed in, the proper method of self-administration of medication.
